Under hyper-normalisation, the state or system managers do not expect the public to believe their pronouncements, and the public knows that the managers do not expect them to believe. Instead of genuine conviction, hyper-normalisation requires only performative compliance. Citizens go through the motions of support—reciting slogans, attending rituals, and participating in official processes—while privately harboring deep cynicism. The stability of the system is maintained not by shared belief, but by a shared agreement to pretend, driven by the absence of viable alternatives.
